Son of Oscar H Collins and Anna Mary (Bennett) Collins. He married Lydia Daugherty on January 7, 1946 at Glendale, Arizona.

Francis was wounded in action in Germany, during World War II. He was in the 17th Armored Division of the Seventh Army in France and was awarded the Purple Heart with Oak Leaf Cluster, a Bronze Star and The American Defense Service Medal while serving in central European and Rhineland Campaigns.

Excerpt taken from The Edna Sun, April 12, 1945:

Mrs. Anna Collins received a telegram Saturday from the war department informing her that her son, Sgt. Francis Collins had been slightly wounded in action in Germany, March 23. Mrs. Collins had received a letter from her son on April 4 telling her of his injury, so the telegram was not such a shock to her. Francis has some cracked ribs and the trip from Germany to the hospital in England was made in 2 hours and 10 minutes. This is the second time Francis has been wounded in action. He received his first wound Feb. 4 and went back into action Feb. 14.
