Victor was born on August 5, 1939 in England, AR to the late Fannie Moss Hines Nipper and Joel Bemis Nipper. Victor was a very kind and gentle man whose family, friends, coworkers and neighbors could always depend on in a time of need. He was instrumental in the construction of the Great Lakes Chemical gun range and was also the livestock buyer for Great Lakes at the union county fair livestock show each year.
