Jim was born in Jerome, Idaho, to John Wesley and Lina Bella Horner Tipton. He was former owner of Tipton Tire Co. in Huntsville and was a member of the Calvary Baptist Church in Huntsville. He was also a member and past master of Huntsville Lodge 364 Free and Accepted Masons, Huntsville Chapter 154, Royal Arch Masons, Western Arkansas Scottish Rite Bodies, Scimitar Shrine Temple in Little Rock and the Northwest Arkansas Shrine Club and was active in its clown unit. He was a former member of the Arkansas Army National Guard.
