When Cecil Samuel McMillen was born on July 10, 1874, in Union City Township, Arkansas, his father, Daniel, was 27 and his mother, Delilah, was 27. He married Savannah M. Lance on September 6, 1892, in Faulkner, Arkansas. They had three children during their marriage. He died as a young father on July 2, 1899, in Faulkner, Arkansas, at the age of 24, and was buried in Greenbrier, Arkansas.
Note;
Reported to have traveled to Fort Smith, Arkansas in 1896 to retrieve the body of James Casharago for burial after he was hung by Judge Isaac Parker.
