He was the son H.P. and Ellen J Hutto. He married Bessie Davenport February 1, 1901.Dr Joe was Arkansas State prison doctor. He began his practice in 1908. He was prison doctor for the state at time of death. He was County clerk in Faulkner County and held important office in Office of Circuit Clerk. There is an article and picture of him and Bessie in the book-History of Faulkner County page 75. He was educated in the public schools.In 1933 Dr. J.A. Hutto was the first new official to take oath. He was sworn in as the new county and probate judge of Faulkner County Arkansas. Also sworn in at the time were Geroge F. Hartje, Bert M. Tilley, T.F. Ford, A. H. Burkett and T.E. Wofford. In 1933 The Faulkner County Corthouse was without telephone service as a result of an order by the new county judge. Dr. J. A. Hutto. He ordered the phones be removed unless the officers desired to retain them at their personal expense. Five phones were disconnected today in the office of the sheriff, county clerk, cricuit clerk, treasurer and at the county jail. Two other phones were disconnected last week in the assessor's office and circuit courtroom on the orders of Judge J.A. Lea. Judge Hutto said it was necessary to economize in every possible way, as the county's financial condition was the worst in many years. In 1929 25 acres of the 72 acre farm of Dr J A Hutto former circuit clerk, fronting on the Fort Smith Highway and adjoining the city limits on the north, have been subdivided into city lots and will be sold at auction.
He was Cummins Prison Farm doctor, He drown in a highway ditch following the overturning of his automobile. He was a former Faulkner County clerk, circuit clerk and county judge. He was a member of woodmen of the world.
In 1927 J A Hutto circuit clerk and Deputy R A Nowell sold 441 hunting licenses this past week in Nov.
