Jeanne's parents were Israel Washington Milligan and Leona Mae (Mullen) Harp Milligan; Billy's parents were William Washington Carter and Ruth Ann Smith Carter.

Billy UL Carter age 89, of Sandtown died Friday, December 4, 2015 at the White River Medical Center in Batesville. He was born on August 30, 1926 in Sandtown, Arkansas to William Washington and Ruth Ann (Smith) Carter.
He was an avid farmer until he joined the U.S. Army in 1944. When he returned in 1946 he did timberwork with his brother-in-law Covie and his Cousin Alvin. He worked in the sawmill and the Manganese Mines. He also ran the Sandtown Store for a brief period. Later his sons, Billy George and Johnny Wayne joined him working in the sawmill. He also taught them how to plant and pedal watermelons, a tradition his grandsons Tim and Brian proudly carry on today. In his later years, he would still occasionally visit the watermelon stand or catch a ride to the watermelon field. He loved his family and enjoyed spending time with his grandchildren and great-grandchildren.
He is preceded in death by his parents; his first wife, Jeanne Mae Milligan Carter; his second wife, Cleva Campbell Lesley Carter; two sons, Johnny Wayne Carter and Billy George Carter; a brother, “Buddy Carter and a sister, Tommie Coles.
Survivors include his brother, John M. Carter of Cave City; two sisters, Ruby Coles of Leachville, Arkansas and Lola J. Coles of Cave City; six grandchildren: Tim Carter of Sandtown, Lori Laman of Cave City, Kristi Reed of Prineville Oregon, Brian Carter of Cave City, Tracy Carter of Sandtown, Brandy Carter of Cave City; seven great-grandchildren; several nieces and nephews and a host of other relatives and friends.
Funeral services will be Tuesday, December 8, 2015 at 2:00 P.M. at Qualls Funeral Home Chapel in Cave City with Bro. Bobby Sanders and Bro. Bill Sagely officiating. Burial will follow in Milligan Campground Cemetery with arrangements by Qualls Funeral Home of Cave City.
Visitation will be Monday, December 7, 2015 from 6:00 until 8:00 p.m. at the funeral home.
Pallbearers will be Todd Coles, Ricky Coles, Roger Coles, Brad Carter, Terence Carter, Lucas Doyle, Russell Fowler and Jonathan Fowler.
Honorary pallbearers are his nephews.
In lieu of flowers the family asks that you make donations to the Milligan Campground Upkeep c/o of Gene Mize.
