Ootto was the son of Ferdinand Halter Sr and Susan Waggoner Halter. Ferdinand (1835-1882) was born in Alsace-Lorraine on the border of France and Germany. He served in the Union army in the Civil War. He enlisted as a private on August 19, 1862, at the age of 28, and mustered out on July 10, 1865, at Charleston, Ohio. He married Susan Waggoner (1841-1922), who was born in Morges, Ohio.

By 1880, they had settled in Conway, Arkansas. The census enumerated the Halter family as follows: Walter Ferdinand (48), his wife, Susan (38), and five children, all born in Ohio: Lawrence (11), Francis U (9), Otto S (6). Amos A (4), and Louis H (2).
