Elaine Frances Howard Payne 59, beloved wife and mother, died Thursday, December 8, 2011. She was born September 14, 1952 in DeQueen, Arkansas to Judge Wesley and Frances Howard. Following graduation from Arkansas High School in Texarkana, she earned degrees in special education and elementary education and a Master's degree in learning disabilities from the University of Central Arkansas. She retired from Pulaski County Special School District after 28 years of teaching, but she continued to serve students and her fellow teachers as a school library volunteer.

Elaine is survived by her husband of 35 years, Kenneth E. Payne, Jr. of Jacksonville, her brother Wesley Howard and his wife Patricia, of Texarkana, and a granddaughter Khloe Elaine of Cabot. She was preceded in death by her parents and her son, Thomas Andrew Payne.

She was a member of First United Methodist Church of Jacksonville, Major Jacob Gray Chapter of DAR, and the North Pulaski Retired Teachers' Association.

Memorials may be made to Noah's of Ark Walk to Emmaus, 589 Meeks Loop, Hot Springs, Arkansas 71913. Visitation will be from 2 p.m. until 4 p.m. Sunday, December 11, 2011 at the funeral home. Graveside services will be 10 a.m., Monday, December 12, 2011 at Chapel Hill Memorial Park with Reverend Mark McDonald officiating. The family has requested for the funeral attire to be blue jeans.
