This is one of three graves that are marked with an old gravestone that no longer has any inscription on it, if it ever did. The three graves are next to the marked grave of William Wesley Carter, and they are decorated with the same type of flowers that are on his grave. As such, it appears that these are graves of unidentified Carter family members.
