In 1879 M. W. Gibbs was listed on board of visitors and examiners with the Little Rock School Dist. (Little Rock School Dist History Archives). Mifflin W. Gibbs was a Little Rock lawyer, businessman and the first black elected to a city judgeship in America. Gibbs Magnet School of Foreign Languages and International Studies was named after him. In 1903 Gibbs a member of the local business league opened the Capital City Savings Bank in Little Rock, the state's second black-owned bank. Capital City assets grew from $10,000 in the first year to $100,000 by 1905 and the institution later expanded into insurance. (Arkansas History Commission).
