Mr. Chester Keatts was born of slave parents near Little Rock. As a boy Keatts made his own provisions for a education and also assisted in taking care of the family. In 1875 Mr. Keatts began seventeen years of service as a railway mail clerk, a government position of trust. By 1875 Mr. Keatts political career had taken shape when he was appointed receiver of the Little Rock Traction Electric Company. He later served as Deputy Constable of Big Rock Township for many years, and on Nov 4, 1876 was appointed U.S. Deputy Marshall for the Eastern District of Arkansas.
