Cicero was born to Mastin Huron Adams and Elizabeth Nancy Osborn in a one room cabin in Milton County Ga. Moved to Johnson County Ar between 1880-1883. The cabin he was born in is still being lived in it is Known as "Sweet Apple."

Cicero died of chronic nephritis (kidney disease) according to his death certificate. In about 1901
Cicero and wife Sarah sold one acre of land for $1.00 to help create "Adams Cemetery" in Johnson County Arkansas.
