Ray Skinner was born on November 28, 1918 to John Wesley and Delphia Slaughter Skinner in Fayetteville, Arkansas.
He passed away July 31, 1989 at St. Edwards Mercy Medical Center in Fort Smith, Arkansas.
He was survived by his wife, Beverly McCollum Skinner.
He was a retired Deputy Sherriff in Washington County, Arkansas.
