Clifford Wayne Hicks, 70, of Van Buren died Thursday, Jan. 7, 2010, at a local hospital. He was born Sept. 26, 1939, in the Oak Grove Community. He was a Van Buren police officer from 1962-1992. In 1973, he was appointed assistant chief of police and in 1986 was appointed chief of police by Mayor Robert E. "Gene" Bell.

In 1987, he was appointed to the Commission on Law Enforcement Standards and Training for the State of Arkansas by Gov. Bill Clinton. In 1990, he was selected to receive the first chief of the year award by the Arkansas Association of Chiefs of Police and that same year was presented a Capitol Citation by Secretary of State Bill McCuen and a citation from the House of Representatives and was recognized again by Gov. Bill Clinton by presenting him with an outstanding citizen of the State of Arkansas certificate.

In 1991, he was presented a lifetime membership in the Arkansas Municipal Association. He served on their executive board approximately five years, served on the executive board of the Arkansas Police Association for three years, received an award from the National Commission of Professional Law Enforcement Standards and Professional Enforcement Science & Criminal Justice on Sept. 9, 1985.

He was awarded an honorable discharge from the Army National Guard of Oklahoma on Jan. 28, 1957, and an honorable discharge from the Army National Guard of Arkansas on Jan. 31, 1964. He was a 32nd Degree Mason of the Fort Smith Consistory and a recipient of Perpetual Membership in Uniontown Lodge No. 395 on Feb. 24, 2000. He was also past Master of Uniontown Lodge No. 395 and a member of the Chester Arkansas Lodge No. 459 and Van Buren Lodge No. 6.

He was preceded in death by his parents, Herman Hicks and Ethel (Richesin) Hicks.

He is survived by his wife of 51 years, Wanda (Gilstrap) Hicks of Van Buren; one son and daughter-in-law, Mike and Connie Hicks of Van Buren; two granddaughters, Kassidy and Kyla; two brothers-in-law, Bob and Sharylon Gilstrap and Dennis and Peggy Gilstrap; one sister-in-law, Carolyn and Danny Greenfield; one aunt, Ruth Richeson; and several nieces, nephews and cousins.

Honorary pallbearers will be Wilson Reynolds, Dennis Reynolds, Bill Wright, Mike Allen, Tom Bruce, Vernon Russell, Steve Pitchford, Bill Daunis, Ron Brown, Bill Vickery, Rusty Underwood, Gary Baxter, Johnny Jack, Mark Baldwin, Bill Grill, David Cate, Tom Fight, Jerry McGraw, Jose Velasquez, Robert Lloyd, Paul Ganz, J.W. Polk, Scott Tabor, Shawn Tabor, Larry Gregory II, Joe Wilkins and all members of the Van Buren Police Department and fire department.

Memorial service will be 10 a.m. Tuesday, Jan. 12, at Ocker Memorial Chapel with burial at a later date under the direction of Ocker Funeral Home, 700 Jefferson St., Van Buren. The family will receive friends from 6 to 8 p.m. on Monday, Jan. 11, at Ocker Funeral Home in Van Buren.
