When Oatis James Capps was born on February 2, 1909, in Arkansas, his father, Willard, was 20 and his mother, May, was 19. He married Edna Cook on January 11, 1927. They had six children during their marriage. He died on May 15, 1987, in his hometown at the age of 78, and was buried in White, Arkansas.
