When Arthur C. Oatsvall was born on December 11, 1902, in Camden, Tennessee, his father, Dolphiis, was 30 and his mother, Mary, was 30. He married Ellie Lee Bowles on May 9, 1925, in Charleston, Missouri. They had five children in 13 years. He died on September 28, 1983, in Holtville, California, at the age of 80, and was buried in Lepanto, Arkansas.

Ellie Lee Bowles was born on June 9, 1909, in Fayette, Alabama. She married Arthur C. Oatsvall on May 9, 1925, in Charleston, Missouri. They had five children in 13 years. She died on November 21, 1987, in Marked Tree, Arkansas, at the age of 78, and was buried in Lepanto, Arkansas.
