Otis Henry Bell was born on July 8, 1888, in Eddyville, Kentucky, the son of Mary and Mr. Bell. He married Lenora Lucinda Chandler Bell Wheat (1893–1951) and they had one son together. He also had one daughter with Myrtle Azalee Ripley (Bell Smith) Ballo. He died on October 25, 1959, in Lepanto, Arkansas, at the age of 71, and was buried there.
Otis Henry Bell and Lenora Lucinda Chandler Bell Wheat were divorced in 1910 after 2 years of marriage. He was 22 years old.
