Reverend Winburn was born to Hardy Lathan and Susan Caroline Sinclair Winburn in Bells, TN. He graduated from Southwestern Baptist University in Jackson, TN. That summer he married Lena May Barnes. He held pastorates in Tullahoma, TN, and Taylorville, IL, before coming to Arkadelphia in January 1903. Arkadelphia First Baptist Church received a new building and pastorate in 1907. In 1912, Reverend Winburn received two Doctor of Divinity degrees: one from his alma mater and the other from Ouachita College. He received the LL. D. degree from Georgetown College in Kentucky.

Dr. Winburn held various offices. He was vice-president of the Foreign Mission Board of the Southern Baptist Convention, on the executive board of the Southern Baptist Convention from its inception until his death, on the board of trustees of the Baptist Bible Institute of New Orleans, president of the Arkansas Baptist State Convention, among other positions.
Reverend Hardy was a favored lecturer and speaker over a large section of the United States.
For over thirty-four years he worked for Ouachita College, which he considered the Arakansas Baptists' greatest asset.
