Keelan was raised in Houston, Texas, and was an honor student at Eisenhower High School. He entered the service July 22, 1998, after graduation and went through basic training and Advanced Individual Training at Fort Sill where he was a member of a cannon crew. Keelan was deployed to Iraq in April and was heading home for an early Thanksgiving. He was so excited about his 10-day leave that he was having trouble sleeping.
