Captain Richard D'Cantillon Collins was born in the state of New York around 1804. He was a cadet at the United States Military Academy at West Point, where he graduated in 1818. After that he joined the United States Army. While serving in the military, Collins fought Indians in Florida and built roads in Arkansas Territory. After that, Collins became associated with several famous and influential Arkansas lawyers, politicians and other notable people there. He was friends with founder of the Arkansas Gazette, William E. Woodruff for example. Collins marched in the procession of the newly elected first governor of Arkansas, James Sevier Conway, alongside Captain Jacob Brown. Collins later replaced Brown as president of the Little Rock branch of the State Bank and as an Indian Agent in 1837. A few years later, Collins was replaced by William Woodruff. He died on July 1, 1841 in Little Rock, Arkansas where he now rests.
