Born in Sparkman, Arkansas, he was the son of Monroe Carter and Sarah Jones Lock. He married Lucille Jones on April 10, 1946 and became the father of six children. He worked for Reynolds Metal for more than thirty years from which he retired in 1985. In 1978 he opened the Fairview Civic and Social Club in a part of Sparkman known as "Carter Town".
